1) Mulonga Water and Sewerage Company Ltd (MWSC), through the Government of Zambia, has received financing from the European Investment Bank (EIB), Agence France de Developpement (AFD) and the European Union (EU) and directly from the Government of the Republic of Zambia towards the cost of the Zambia Water and Sanitation Project (ZWSP), and intends to apply part of the proceeds towards payments under the contract for the Rehabilitation and Upgrade of Water and Sewerage Treatment Facilities: Design and Build of Water and Sewage Treatment Facilities in the towns of Mufulira, Chingola and Chililabombwe within the Zambia’s Copperbelt Province;

2) MWSC is wholly and equally owned by the municipalities of Mufulira, Chingola and Chililabombwe and is responsible for providing service to about 500,000 people from about 52,500 water and 51,400 sewer connection customers. MWSC presently operates 8 water treatment plants with design capacities ranging from14MLD to 70MLD and 17 sewage treatment facilities, mainly waste stabilization ponds, along with their associated reticulation systems. Limited major investments in physical infrastructure. This coupled with population growth in the peri-urban areas has constrained MWSC’s ability to provide adequate and reliable potable water supply and sanitation services to its customers.

The overall objective of the ZWSP is to contribute towards improving access of the population in the MWSC service area to reliable, sustainable and affordable potable water and wastewater services;

3) MWSC intends to prequalify contractors for the contract: “ZWS2-C1XD-W-001: Rehabilitation and Upgrade of Water and Sewerage Treatment Facilities in the towns of Chingola, Chililabombwe and Mufulira — Design and Build”. The design and build work needs to factor in the lifecycle cost of the facilities and be synergised with the water and sewerage network;

4) The time for completion of the design and construction activities is up to 36 months from the contract commencement date, including a period of up to 12 months where the contractor will assist and train the employer’s staff in the operation of the treatment facilities. For each facility, the defects liability period will commence immediately after the employer takes over a facility or a section thereof.

5) A margin of preference will not be applied;

6) Details of the experience requirements are set out in the initial selection/prequalification documentation. Indicative design and construction/installation experience requirements are as follows:

(a) Raw water intake facilities (including pontoons);

(b) Raw water pipelines;

(c) Water treatment plant (with water source being: surface water (excluding sea/saline water) and ground water);

(d) Wastewater treatment plant (including waste stabilization ponds);

(e) Pumping stations for both raw water and potable (treated water);

(f) Raw water and potable water storage facilities;

Experience in the provision of training to employer’s personnel in the operation and maintenance of water and wastewater treatment facilities.

It is expected that the Request for Bids/Proposals will be made available to shortlisted applicants in the second quarter of 2018;

7) Initial Selection/Prequalification will be conducted using the World Bank Standard Procurement Document (“InitialselectionWorksDesignbuild, July 2017”). Applicable procurement regulations are: The Zambia Public Regulations SI No. 63 of 2011 and the European Investment Bank Guide to Procurement June 2011 (“Procurement Regulations”). Where the two conflict, the EIB guideline takes precedence. Initial Selection/Prequalification is open to all eligible applicants as defined in the Procurement Regulations.

The World Bank Standard Procurement Document “Request for Proposals Works Design and Build, July 2017 (“SPDRFWORKDesignBuild”), as amended to suit EIB and Zambia Procurement Regulations, will be used after prequalification. The General Conditions of Contract shall be the “Conditions of Contract for Plant and Design-Build” 1st edition 1999 prepared by the Fédération Internationale des Ingénieurs-Conseils (FIDIC). These General Conditions shall be subject to variations and additions which will be set out in the Particular Conditions of Contract;

8) Interested and eligible applicants may obtain further information from MWSC at the address below during office hours 0900 to 1700 hours. A complete set of prequalification documents in English may be purchased by interested applicants on the submission of a written application to the postal or email address below and upon payment of a nonrefundable fee of ZMK 1000. The method of payment will be cheque or bankers draft. The document will be sent by courier or a soft copy emailed to interested applicants;

9) The completed applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 10:30 on Wednesday 28 February 2018. Applications must be clearly marked “Application for Initial Selection: “ZWS2-C1XD-W-001: Rehabilitation and Upgrade of Water and Sewerage Treatment Facilities in the towns of Chingola, Chililabombwe and Mufulira — Design and Build”.

Telefax/electronic offers and late applications shall be rejected;

10) Applications will be opened immediately after closing time in the Boardroom at Mulonga Water and Sewerage Company, Head Office, Musonko House, Kabundi Road, P.O Box 11712, Chingola, Zambia in the presence of applicants or their representatives who choose to attend.
